[TCLCORE] Tcl Tk 8.6.2 Documentation

Hi All,

the tcl and tk documentation is a bit confusing because there are too
many functional descriptions on the main page (contents.html in TclCmd,
TclLib, TkCmd and TkLib). Therefore, I created intermediate html pages
which give it an (as I think) better structure - a bit like
Activestate's Tcl Help.
If you are interested in these changes, please use then as you like - I
don't claim any copyright to these changes. You'll find them as
attachment within this mail.
