At some point when I'm not consumed with release issues, if
I were to propose a reform to make [tcl::pkgconfig] less prone
to failure along these lines, I would say we take away the ability
for the builder to set the encoding at all.  Just declare that the
values have to be stored in the binary in utf-8 and define
the problem out of existence by fiat.

No, it would be better for the builder of the Tclkit to set
the TCL_CFGVAL_ENCODING to either iso8859-1 or
utf-8 in the first place, and use the encoding selected
to store the values in the binary.

The builder is given this knob to turn for a reason.
Just use it.

Joe's fix helps when the tclkit is still in the
build environment, but - unfortunately -
tcl::pkgconfig is not forgiving at all when
the specified encoding is not
found. Wouldn't a fall-back to "iso8859-1"
then be better?

Experiment doing this is in branch "forgiving-pkgconfig".
I'm not sure it's a good idea now, because the
fundamental problem - unavailability of some
encoding - is not solved yet. But apart from that,
I wonder if tcl::pkgconfig isn't too harsh on that anyway.
