Yes.  On Windows tcl::pkgconfig is always wrong.

It is utterly invalid (outside of a build environment) to assume that 
paths known at build time will be correct at runtime.  This is 
compounded by NTFS directory junctions (your effective ACL may vary 
based on the path you use), and the fact that the default install 
location for 32-bit apps on a 64-bit Windows platform is "C:\Program 
Files (x86)" rather than "C:\Program Files".

There is no good reason ever to use tcl::pkgconfig for anything except 
building.  Ever.  Don't do it.
