That goes both ways, though.

Stuff in the core tends to be robust, stable, maintainable,
and reliable precisely because we try to only let robust,
stable, maintainable, and reliable code in in the first place.

Putting TkHTML 2 or TkHTML 3 in the core won't automatically fix
any of those problems.  Indeed, a necessary prerequisite for
putting either of them in would be to find a willing maintainer
who would first fix the quirks and bugs.
