There is a native version of tcsh that I use - if that helps.

Also check:
	ftp://ftp.blarg.net/users/amol/tcsh/ - the tcsh.exe.gz is 6.09.01 version 
and updated today - grab the html file also for docs

I'm using tcsh 6.08.01 (Astron) 1998-10-25 (i586-Microsoft-Windows9x) 
  options 8b,nls,dl,hb,color,nt-rev-5.261

Just grabbed 6.09.01 though from blarg.net and it seems ok so far.
