Modifies the subprocess module and supplies a new class, LoginSTARTUPINFO, to launch processes as another user on Windows. Requires the pywin32 libraries, but the system ../lib/subprocess.py does not need to be modified.

This code is not working with python 2.6( tested with 2.6.4). And seems hard to maintain across versions, because it relies on subprocess implementation details.
