The phrase database was converted directly from someone else's Lisp program: http://www-personal.umich.edu/~jlawler/foggy.lsp
The engine is somewhat simple. It shuffles the phrases within each category and then zips them together using a simple grammar pattern (intro, subject, verb, and object). Greg Wards's textwrap module takes care of the output formatting.
The high quality output is mostly due to the original author's excellent choice of phrases that work together in almost any combination.

You need to either run it with "python chomsky.py" or add "#!/usr/bin/env python" to the top of the file
