I noticed the same today. I went on a bug hunt and found that this was
fixed in html5lib. From the changelog:

Fix #189: fix the sanitizer to allow relative URLs again (as it did
prior to 0.9999/1.0b5).
So PyPI would need to start using a newer html5lib.
