Good point! We have the "unicode" encoding, which is actually either
"utf16-be" or "utf16-le" (depending on the platform Tcl runs on)
In my opinion, the name "unicode" is plain wrong. In androwish,
"unicode" becomes utf-32, and new encodings are added for
16-bit variants. I would like to go the same way in Tcl 9.0 (but that's
for another TIP .....)
