FWIW,

 TIP #475: NO

My reason is different from Don's: to me, orthogonality is important, and
should be overridden only for overwhelming performance reasons, or for big
keystroke-savers in ubiquitous idioms.
As it turns out, [string insert] is: (1) redundant with vanilla string ops
and concatenation, (2) not much faster than them, (3) of dubious utility.

I have nothing against the C-level overhaul undertaken by Don, which is IMO
completely independent from the script-level pollution brought forth by
#475.
