Sorry that in the flurry of activity, I called this vote prematurely. I had
indeed seen some of the messages of the discussion (I didn't receive
Sergey Brester's - SourceForge mailing list delivery has been flaky),
so I shouild have realized that this TIP is still settling. My apologies.

If we're agreed that the Tcl API is right, and it's the details of the C API and
the underlying implementation are undesirable, then I'm also comfortable with
passing this TIP (or not!) and introducing a codicil later.
