What *necessarily* blocking operations are there on a subprocess
pipeline right now? (Reading and writing the pipes isn't necessarily
blocking, that's just the default mode.)

OTOH, the [tcl::process] command would give us an opportunity to make a
better way of creating subprocesses in the future (out of scope of the
TIP, I know) so I think there's much to praise about the general idea.
