[TCLCORE] Itcl 4.0.6 / Itk 4.0.3 Release Candidates

are release candidates of Itcl 4.0.6 and Itk 4.0.3.

These are the next routine bug fix releases of Itcl/Itk 4.0.*
They include a number of memleak, segfault, and scope bugfixes as
well as changes to make Iwidgets 4.1.0 complete its test suite
failure free when used with them.

These will also be the last 4.0.* releases of these packages.
Development continues on 4.1.* sequences of development.

Testing and reporting of problems is encouraged.
