[TCLCORE] Re. including new features in patch releases

Not directly related to these CFV's but as a general suggestion, can we
limit patch releases to bug fixes and not include new features? (Tip 472
e.g.) What's the difference between minor versions and patch levels if the
latter also gets feature enhancements? And if we think the new features need
to be released urgently for whatever reason, why not bump the minor release
number instead of shoe-horning into a patch release.
