I would say if you can do it then please proceed. You had an in-depth 
look at those issues, if technically (i.e. regarding fossil write 
access...) you can then you're the right guy to do it.If you can't 
please come back here and provide a patch and I will apply it to the 
Tcl source code (this is for the -dictionary option).

About the fix in the tutorial however, no idea who can fix it (I can't).
