Best would be to do your development in a Fossil branch, and describe
bug's in a Fossil ticket. Then you can be sure it won't get lost, because
it's in the same place where the Tcl code is. Most TCT folks (me
inclusive) are not very enthousiastic on GIT.

Copy an existing TIP as an example, change whatever you like, and
mail it to DKF. He will assign a number and create it, then you can do
whatever follow-up edits in the web interface: <http://tip.tcl.tk>.
I know, it's old .... but people are thinking on modernizing it,
possibly using tclwiki-related technology.
