[TCLCORE] CFV: TIP #447: Execution Time Verbosity Levels in tcltest::configure

Hi everyone

Pietro Cerutti assures me that TIP #447 is in a good state for a vote,
and I agree. I think the feature that it proposes is sufficiently
complete and will be useful at least some of the time (with the sole
concerns being about people getting hung up over things that don't
matter, such as comparing test times between systems).

So this is a CFV, with the close date being next Monday at 11:00 my
