I understand that and the difficulty to provide better information.
I did the exercise to search how to submit a bug for python[*].
And starting from www.python.org is not simple either.
I find it even simpler from www.tcl.tk, which redirect to core.tcl.tk
in "core development" page.
If then we could have core.tcl.tk like https://docs.python.org/devguide/
core.tcl.tk start with related sites! looks like an incitation to go away!
Also it needs mentioning this wiki page http://wiki.tcl.tk/28126.

[*] without using google, "tcl bug" here returns other results, so
it's not fair!

Something like putting a link to a custom report of
severe-bugs-discovered-on-latest-release
near the download link in www.tcl.tk would be fine.
Also, ActiveTcl, which I think is the main download site for Tcl,
should mention that.
