Arguably Tcl should take care of the portability of code, and your 
distribution should take care of the portability and simplicity of 
deployment.

It sounds to me like you're wrapping your code into an EXE using 
ActiveTcl, then assuming (incorrectly) that you can just distribute the 
EXE.  I think the guidance on that needs to come from ActiveTcl.
