I built it on Cygwin, and got the following warning (which I already expected):
   ...
   config.status: creating Makefile
   config.status: WARNING:  'Makefile.in' seems to ignore the
--datarootdir setting
   config.status: creating pkgIndex.tcl
   ...

I already reported this upstream one month ago, but didn't
get any reaction yet. An explanation and a trivial patch can

@Richard: Any change this could be handled in SQLite 3.8.5? Thanks!
