[TCLCORE] Test textTag-15.1 fails

Hello,

In an attempt to find out why test textTag-15.1 is failing, I have 
performed some work to trim the issue down.

This is detailed in bug 3554052:

Based on the seemingly minimal script I provided in that bug report, 
the issue is pretty much reproducible for me.

The point is that now I'm stuck. I can't see what the next move could be.
Any ideas and help welcome.
