I installed pyvenv in Jan 17 using synaptic on  Mint 18.

Here are the contents of the pyvenv cfg file:

home = /usr/bin
include-system-site-packages = false
version = 3.5.2

It's been awhile so I don't remember that much about the installation. I 
really don't know that much about virtual environments so I am guessing 
I accepted the defaults for the installation.
