If I understand correctly, you mean that *any* ticket linked to the maint meta
ticket is to be considered "not done yet," and that any ticket resolved as a
maint to-do is unlinked from the blockers instead?

I worry that this would be confusing in the case of tickets that exist only on
the maint.

The solution that would be more like everything else would be to make "backport
such-and-such fix" tickets to be closed as usual.  It is a bit more work, but
easy to follow, and we usually have pretty few backports.

That said, I'm not doing maint these days, so I think SHAY's opinion is good to
check on here. ;)
