Try
   ppm install http://theoryx5.uwinnipeg.ca/ppmpackages/Crypt-SSLeay.ppd
(ie, with the '.ppd' extension). Alternatively, you can add
 http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer
(for ActivePerl 6xx), or
 http://theoryx5.uwinnipeg.ca/cgi-bin/ppmserver?urn:/PPMServer58
(for ActivePerl 8xx) in your list of repositories within the
ppm shell, and then you can install things within the ppm
shell as
   ppm> install Crypt-SSLeay
